Here are the steps to insert a GIF as a picture in PowerPoint:

- Click on the "Insert" tab in the ribbon.
- Click on the "Pictures" button.
- Navigate to the location of the GIF file on your computer.
- Select the GIF file and click on the "Insert" button.
